$64.5 Million in Prison Improvements Without Using Taxpayer Dollars

The Indiana Department of Corrections faced crumbling infrastructure, deferred maintenance, and rising utility costs across its facilities, while lacking the capital to fund major upgrades. To address these challenges, Johnson Controls предложed an energy savings performance contract to deliver energy-efficient improvements without requiring taxpayer-funded capital or adding financial risk.

Johnson Controls implemented $64.5 million in upgrades across 10 facilities in four phases, including steam distribution systems, building management systems, biomass boilers, lighting and water conservation, power corrections, and renewable energy measures. The project generated better-than-expected savings, with $32.6 million already realized in phases one through three and another $13.5 million guaranteed from phase four, contributing to an estimated $90 million in savings over 10 years and helping reduce recidivism to 35.8%.
