Westminster City Council Combines Services with Two Boroughs to Drive Savings

Westminster City Council, working within the Tri‑Borough partnership with the London Borough of Hammersmith & Fulham and the Royal Borough of Kensington & Chelsea, needed a single e‑procurement platform to harmonise processes, accommodate widespread outsourcing of combined services and cut procurement costs across three autonomous local authorities. After a competitive exercise they selected JAGGAER’s e‑sourcing/e‑procurement solution (deployed as the capitalEsourcing platform) to provide e‑tendering, e‑contract, e‑SRM and e‑spend functionality.

JAGGAER delivered a staged implementation that standardised templates and workflows, handled legacy data and supplier uploads, and integrated the three boroughs’ distinct business models into one system. The JAGGAER platform automated evaluations and approvals, created a single auditable repository used daily for PINs, OJEU notices and major procurements (ICT, highways, call centre), increased supplier participation and spend visibility, reduced paperwork and strengthened governance—helping the Tri‑Borough realise greater cost savings and closer harmonisation across the councils.
