Multnomah County, Oregon’s smallest but most populous county, manages 15+ business lines across public services including bridges, waterways, clinics, libraries, elections, and animal services. That range created procurement complexity, with requests coming in through emails, sticky notes, and hallway conversations, along with manual contract reviews, no centralized procurement process for cost and compliance management, and no streamlined supplier onboarding.

Since 2012, Multnomah County has worked with JAGGAER to modernize procurement with eProcurement, Sourcing, Contracts+, Invoicing, and Supplier Management. Using a “One County” approach, the county moved into a single workflow with custom intake forms, template and clause libraries, and automated routing. With JAGGAER eProcurement and Contracts+, it cut average contract cycle time from about 95 days to 47.5 days while processing 1,000+ more contracts annually, improved compliance and audit readiness, and expanded supplier participation to more than 1,500 registered suppliers.
