Case Study: DXC Technology modernizes Belgium’s civil registry with iText DITO

iText DITO® – Powering the digital future of civil records in Belgium

DXC Technology was tasked by the Belgian government to overcome the significant administrative complexity of its antiquated, paper-based civil registry system. The challenge was to centralize all citizen records, digitize the entire document workflow, and support multiple languages. For this project, DXC partnered with vendor iText, ultimately utilizing its iText DITO product to visually design the complex PDF templates required for millions of official certificates.

The solution implemented by iText through its iText DITO template engine enabled the quick visual design and easy maintenance of standardized, yet customizable, PDF certificate templates for nearly 600 authorities. This resulted in the successful launch of a fully digital civil registry, eliminating paper processes and generating annual savings of 39.6 million euros. The project, which also saves over 7 million sheets of paper yearly, won the Agoria e-Gov Award, demonstrating the profound impact of iText's technology.
