The City of Laredo faced unreliable, coin-only meters across 900 on‑street and off‑street spaces that caused maintenance issues, customer inconvenience, lost revenue, and contested citations. After a failed initial vendor, the City awarded a new contract to IPS Group, Inc., selecting 300 IPS M5™ single‑space parking meters and 300 vehicle detection sensors to modernize downtown parking and offer additional payment options.
IPS Group, Inc. installed the meters and sensors in early 2014 and connected them to a cloud Data Management System (DMS) that provides real‑time fault alerts, occupancy data, and guided enforcement. The sensor-enabled meter‑reset feature alone is estimated to have increased revenue by 25–30%, allowing the City to fund further upgrades; the DMS also reduced meter downtime, produced clearer enforcement data (fewer contested citations), and improved customer convenience with card payments and future mobile pay plans.
