The United States Department of Agriculture Natural Resources Conservation Service (USDA/NRCS) faced a challenge coordinating about 250 geographically dispersed developers working on the Object Modeling System and other simulation projects (e.g., water supply forecasting). They needed a low‑maintenance, web‑based ALM that supported decentralized team collaboration, issue tracking, access control, document and code management, integration with their Subversion version control, and a floating license model to give many users intermittent access.

After evaluating several tools, NRCS selected Intland’s codeBeamer ALM because it was easy to install, integrated with Subversion, required no external consulting, and offered the floating‑license model they needed. codeBeamer provided project and source management, document management, forums, issue tracking, wiki, and authentication integration; it now supports their standardized NetBeans‑based modeling platform, hosts 291 projects, and has improved collaboration and deployment of their modeling efforts.
