The Java Community Process (JCP) needed a better way to manage JSR 289 (SipServlet 1.1) development, where roughly 35 Expert Group members from 27 companies (including Oracle, IBM, Cisco and others) had to collect and share over 90 requirements and track bugs and change requests. Prior reliance on MS Word and email made collaboration, transparency and traceability difficult, and Spec Leads struggled to keep contributors aligned and up to date.
They implemented codeBeamer ALM, using its Wiki for requirement collection and its tracking system for issues. The platform was quick to deploy, low‑maintenance and easy for all members to use, enabling contributors to file and track issues, capture discussions and collaborate on proposals. As a result, the project gained improved transparency, traceability and milestone planning, was publicly hosted at www.289eg.org, and received a strong endorsement from Specification Lead Mihir Kulkarni.
