City of Oulu, a Finnish municipality of about 120,000 residents, faced fragmented, slow and paper‑based citizen services across different bureaus. As part of its TAITO initiative to expand online services and prioritize open‑source solutions, the city needed a unified e‑government portal and process automation that would simplify transactions, engage residents in service design, and let officials manage workflows without heavy IT involvement.

Ixonos and Intalio delivered a Liferay‑based municipal portal powered by Intalio|bpms, integrating content, messaging and back‑end systems via web services and a service bus. Officials can model and monitor processes and forms directly, while citizens get customizable portlets, social features and case tracking. The rollout streamlined work for 8,000 civil servants, automated services for 120,000 residents, improved transparency and sped up service delivery while supporting future expansion.
