Boulder County, Colorado (population ~300,000) established a PMO in 2013 to manage its 30–40 annual technology projects with a 50-person IT team. Before adopting a PPM system the county relied on multiple spreadsheets, which created fragmented, manual processes, made objective prioritization difficult, obscured workload (20 projects were found untracked), and prevented portfolio-level reporting.

The county implemented Innotas’ cloud PPM to centralize project requests, enable configurable prioritization, and improve transparency and resource planning.
