Boulder County, Colorado (population ~300,000) established a PMO in 2013 to manage its 30–40 annual technology projects with a 50-person IT team. Before adopting a PPM system the county relied on multiple spreadsheets, which created fragmented, manual processes, made objective prioritization difficult, obscured workload (20 projects were found untracked), and prevented portfolio-level reporting.
The county implemented Innotas’ cloud PPM to centralize project requests, enable configurable prioritization, and improve transparency and resource planning. The single repository produced more objective project selection, faster status reporting, and better budget efficiency (reallocating funds to higher‑priority initiatives), improved portfolio visibility, and clearer decision‑making—while the PMO plans next to integrate timekeeping and financial systems for further capacity and demand insight.
