Cardinal Innovations Healthcare is the largest specialty health plan in the U.S., covering about 2.4 million North Carolinians through a network of over 1,100 providers. Its enterprise PMO, created in 2013, faced difficulty managing high‑priority, cross‑functional projects because there was no central project inventory, resources were often double‑booked, and spreadsheet-based tracking made portfolio planning and reporting slow and error-prone.

Cardinal implemented Innotas’ cloud-based portfolio management platform using a phased “crawl, walk, run” approach, gaining dashboards, standardized governance and easier end-user adoption.
