Case Study: Hansel achieves successful eForms reform completion with Innofactor

Hilma service successfully renewed using agile methods

The customer, Hansel, a joint public procurement unit in Finland, faced the challenge of implementing the EU's eForms reform to digitalize and standardize public procurement notices. To successfully renew its Hilma service—an online tendering platform—Hansel partnered with vendor Innofactor for software development and DevOps expertise.

Using agile scrum methods, Innofactor broke the project into two-week sprints, enabling the team to react quickly to changes and deliver accurate workload estimates. This collaborative approach resulted in the project's successful on-time completion, making Finland one of the first three EU member states to implement the eForms reform and ensuring Hilma remained a centralized, transparent channel for procurement data.
