Long Term Care Partners (LTCP), one of the largest federal long-term care administrators, needed to modernize its legacy CARE system, which ran on IBM AS/400, DB2, and PowerBuilder. The aging platform had limited documentation, poor usability, scalability, security, and interoperability, making it difficult to maintain and to support LTCP’s growth and additional programs. Infosys Public Services was brought in to help replace the legacy environment with a more flexible web-based solution.

Infosys Public Services implemented a hybrid modernization approach using J2EE and .NET, with service-oriented architecture and web services to preserve core functionality while improving integration, usability, and security. The project delivered a scalable, secure system and reduced total cost of ownership and maintenance effort by up to 25%, while improving employee productivity by up to 20% and cutting system administrator workload by up to 80%.
