The U.S. Tax Collector Agency, one of the largest city tax collectors in the United States, needed to modernize its aging tax and permit processing system built on legacy PowerBuilder and Sybase technology. The outdated platform made maintenance difficult, limited agility, created interoperability issues with partner agencies, and slowed down user workflows. Infosys Public Services was brought in with its ModernizeIT legacy modernization solution to address these challenges.

Infosys Public Services is replacing the legacy application with a web-based, J2EE-based system using Spring and JBOSS, while automating code, UI, security, and testing modernization through its Smart Algorithm Converter, Smart UI Converter, authorization framework, iWASP security framework, and tools like JMETER and Selenium. The modernization is expected to deliver up to 50% faster implementation, up to 20% lower operational costs, improved scalability and usability, and minimal retraining for staff, while preserving existing business logic and functionality.
