Information Builders partnered with the City of Irving, Texas—a large municipality managing 24 service departments—to help the city move from activity-based reporting to a culture of transparency and accountability. Using WebFOCUS Performance Management Framework (PMF) and professional services, Irving implemented dashboards, strategic scorecards, and interactive reporting in just three months to tie nearly 500 measures to strategy and day-to-day work. The initiative eliminated waste, boosted productivity and review times, and drove measurable outcomes: more than $44 million in cost savings, over 50,000 hours of increased productivity, $25 million in increased revenues, a double-digit rise in citizen satisfaction for some services, and recognition toward the Malcolm Baldrige Award.
