L.A. Care Health Plan, one of the largest publicly operated health plans in the U.S. serving nearly 2.2 million members in Los Angeles County, faced rapid eight-fold growth after the ACA and struggled with fragmented IT silos, poor incoming provider data (often below 30% quality), and limited visibility into PHI/PII lineage and regulatory traceability—creating compliance, security, and analytics challenges.

Care automated discovery and cataloging of PHI/PII, applied more than 2,200 data-quality rules across nine dimensions, and linked regulations to policies and data rules for instant traceability.
