Devon County Council faced the significant challenge of delivering a major, carbon-negative highway upgrade on the live and busy A382 near Newton Abbot. They needed to find a traffic management solution that would minimize disruption, shorten the programme, and reduce carbon emissions. To address this, they partnered with Immense to utilize their cloud-based simulation platform for evidence-led decision making.

Immense built a dynamic model to test multiple traffic management scenarios. Their simulation provided clear evidence that full road closures with proactive traveler information and a dynamic VMS diversion strategy were optimal. This solution, implemented by Immense, shortened the construction programme by up to one year, saved approximately 15 tonnes of CO₂ per week from improved traffic flow, and successfully mitigated secondary traffic hotspots.
