Bluebonnet Electric Cooperative, a Texas co-op founded in 1939 that serves 14 Central Texas counties and more than 100,000 meters, set out to become the “best co‑op in the country.” Leadership found field operations bogged down by paper‑intensive processes, limited office‑to‑field communication, dispersed members across a large service area, and the need to improve compliance with the Red Flags Rule—creating an executive mandate to modernize and improve member service.
Bluebonnet implemented IFS Mobile Workforce Management in a phased rollout beginning in 2008, integrating it with SAP and GIS and equipping crews with in‑vehicle laptops for real‑time, paperless dispatch and reporting. The change cut radio and phone traffic by 80–90%, reduced administrative staff for work‑order closure, processed more than 2,500 work orders per month, improved billing accuracy and data security, and materially sped emergency restoration—helping restore service after the September 2011 wildfires roughly two weeks faster than initially projected.
