The vendor ICF was engaged to address this critical communications need.
ICF designed and built the comprehensive Cool & Healthy Homes communications program from the ground up. This solution involved extensive stakeholder engagement, a multilingual content strategy, and a dedicated website serving as a central hub for resources. The program successfully launched ahead of the ordinance's compliance deadlines, serving over 70,000 rental units and earning a DC American Advertising Award for its innovative approach.
