Independent Electricity System Operator upgrades 2.4M fixtures and saves 1 TWh+ with ICF

The Independent Electricity System Operator (IESO) sought to transition its lighting program from a downstream to a midstream delivery model to accelerate LED adoption across Ontario's commercial and industrial sectors. Facing an unfamiliar program structure, the IESO engaged ICF for its expertise in designing midstream programs, engaging distributor networks, and building scalable infrastructure to overcome this challenge.

ICF designed and launched one of North America's largest midstream lighting programs for the IESO in just 11 weeks. The program engaged over 200 distributors, removed administrative barriers for end-users, and utilized ICF's Sightline platform to manage scaling. The results far exceeded expectations, with distributor participation 300% over target and over 38,000 projects submitted. In two years, ICF's solution upgraded 2.4 million light fixtures and delivered over 1 TWh in energy savings.
