Baltimore Gas and Electric (BGE) wanted to demonstrate the full economic impact of its EmPOWER Maryland energy efficiency programs, which go beyond simple energy savings. The challenge was to quantify these broader benefits, such as local economic development and tax revenue generation, for stakeholders using a credible and rigorous methodology. To address this, BGE partnered with vendor ICF for its economic analysis services.

ICF conducted a comprehensive economic impact analysis of the EmPOWER programs, using regional modeling techniques to track both program investments and the economic stimulus from customer energy savings. The results were substantial: ICF's analysis revealed the programs supported over 5,600 jobs, generated $1.45 billion in economic output, and contributed $72 million in state and local tax revenues, yielding an almost eightfold return on investment.
