The State of Oregon’s Department of Administrative Services faced a risky, 35-year-old COBOL-based HR system that was difficult to maintain, lacked self-service, and could not support the growing needs of 41,000 employees across 90+ agencies. The state turned to IBM Workday consulting services to help modernize its aging HR environment and replace paper-heavy processes.
IBM supported the implementation of a new Workday HR platform, using design thinking, change management, and systems integration to roll out modules in phases. The result was a more flexible, enterprise-wide HR system that came in under budget in early phases, onboarded new employees about 50% faster, cut report creation from two weeks to 20 minutes, and saw around 40,000 employees logging in most months.
