The California Department of Health Care Services (DHCS) needed to modernize its decades-old Medi-Cal claims and provider management platform, CA-MMIS, which was becoming costly to maintain and struggled to keep up with evolving healthcare demands. DHCS partnered with IBM Consulting to reimagine the legacy system and improve service for nearly 15 million beneficiaries and the state’s provider network.
IBM Consulting implemented a cloud-based Provider Portal and broader hybrid cloud modernization using IBM Garage methods, Red Hat OpenShift, and AWS cloud services. The solution replaced paper-based and manual processes with digital workflows, improved security and HIPAA compliance, and sped up service delivery; results included onboarding more than 30,000 providers, real-time PIN resets instead of a 30-day wait, 96.7% of user volume migrated to the cloud, and a 30% reduction in delivery cost.
