Lidingö stad, a municipality in Stockholm County, Sweden, needed to speed up and improve the manual review and redaction of public documents to comply with Sweden’s Freedom of the Press Act. As part of the Vinnova-funded “Rätt till insyn” project, the municipality worked with IBM and ATEA to address the challenge of handling long, sensitive document requests efficiently while protecting PII and other confidential information.

IBM implemented IBM watsonx.ai and natural language processing to automatically detect and flag sensitive content, while keeping employees in the loop to verify and refine results. Over a five-week development effort, IBM delivered an MVP that turned a manual masking process into an AI-assisted workflow, cutting processing time by 50% and improving consistency, compliance, and responsiveness.
