Israeli Ministry of Health accelerates response to COVID-19 pandemic

The Israeli Ministry of Health needed a fast way to determine the vaccination status of more than nine million citizens during the COVID-19 pandemic so it could support national vaccination passes and make timely public health decisions. Working with IBM Business Partner Agile Business Process (ABP), the ministry used IBM Operational Decision Manager to collate and analyze data from multiple sources at speed and scale.

IBM helped the Israeli Ministry of Health deploy automated rules for assessing vaccination status, integrating data from immigration, healthcare, and vaccination systems. The solution enabled rapid certificate assignment for vaccinated, recovered, and negative-testing citizens, and was later extended to prioritize COVID-19 samples for genomic sequencing and track polio vaccination status—helping the ministry improve its pandemic response and build longer-term digital health capabilities.
