The Oregon Health Authority’s Office of Information Services (OIS) was struggling to keep its eXPRS payment application reliable for more than 30,000 people with disabilities. Performance issues, outages, and limited visibility into the system were slowing problem resolution and putting critical services at risk.

IBM implemented IBM Instana Observability to give OIS real-time, end-to-end visibility across its Java EE environment on IBM Power servers, IBM WebSphere Liberty, and IBM Db2. As a result, IBM helped OIS cut mean time to detect by 50% and mean time to resolve by 30%, while also saving an estimated 20 hours per week in manual effort and reducing end-user complaints by 25%.
