How the City of Belgrade enhanced public safety with digital technology

The City of Belgrade Police Administration in Serbia needed to improve public safety and police efficiency without expanding its force, while dealing with aging equipment and a high volume of vehicle checks. Officers were manually recording license plates, a slow and error-prone process that was especially difficult in traffic or poor visibility. IBM, working with Business Partner Comtrade, helped address this challenge with IBM Cloud Pak for Integration and Apache Kafka.

IBM and Comtrade implemented a custom camera-based license plate scanning system with in-car workstations and a data center subsystem for storage, processing, and real-time communication. The solution enabled faster, more accurate plate checks from police cruisers, improved officer safety, and allowed the city to process and store data in real time. As a result, the City of Belgrade increased operational efficiency and expanded police capabilities to support citizen safety.
