Deloitte Consulting LLP needed a proven technology partner to help state Medicaid programs meet new federal IT guidelines and move away from costly, monolithic Medicaid Management Information Systems. Deloitte teamed with IBM to build a cloud-native, modular Medicaid Enterprise Solution (MES) — the MES Health Interactive Platform running on IBM Cloud — to deliver a scalable, secure hybrid hosting model and single-tenant SaaS capabilities that reduce maintenance complexity.

IBM and Deloitte implemented MES using IBM Cloud and a core service bus of IBM MQ, IBM Integration Bus, IBM WebSphere Service Registry and Repository, IBM WebSphere Application Server, IBM Operational Decision Manager, and IBM Business Process Manager, with VMware Cloud Foundation on IBM Cloud for rapid provisioning. The IBM-based solution gave agencies modular, interoperable modules that can be swapped without system-wide disruption, improved data sharing and reporting, aligned programs with CMS guidance, cut implementation time from months to hours, and reduced cost and complexity.
