The New Jersey Department of Community Affairs (DCA) needed to modernize a paper-heavy, mainframe-based elevator inspection process that was taking 21 to 28 days per case and slowing service for building owners and inspectors. DCA chose IBM, using IBM Services for Microsoft on the Microsoft Dynamics 365 platform and Azure Cloud to build a cloud-based inspection solution.
IBM helped DCA launch the Elevator Safety (ELSA) portal and supporting digital workflows, enabling mobile inspections, online billing and payments, and better case visibility through dashboards. The result was a 90% reduction in inspection cycle time to just two or three days, plus faster billing that helped DCA recover USD 800,000 in additional revenue from overdue invoices.
