The Georgian Ministry of Education and Science faced a critical challenge when the COVID-19 pandemic exposed the severe limitations of its monolithic, legacy Education Management Information System (EMIS). The system, which served 600,000 users, struggled with daily performance and could not handle the annual surge of 100,000 simultaneous users during first-grade registration, leading to frequent outages, sync errors, and negative feedback from teachers and parents. To achieve a modern, agile infrastructure capable of supporting distance learning, the Ministry worked with IBM Business Partner Orient Logic.
Orient Logic, the vendor, implemented a solution based on Red Hat OpenShift and agile integration tools to create a microservices-based architecture. They deployed IBM Instana for observability and application performance monitoring, which provided real-time visibility into system issues and accelerated problem identification. This modernization resulted in a 99% reduction in system outages and dramatically improved feedback from users. The new agile infrastructure allows for rapid, daily updates without causing widespread failures, ensuring high user satisfaction and a future-ready system.
