The Pennsylvania Treasury Department, which manages investments and issues benefit payments for the Commonwealth, was hampered by paper-based workflows and costly outsourced processing—more than $10 per State Supplementary Payment—while handling over 300,000 payments a month and surges in unemployment claims. The department needed to digitize processes, accelerate disbursements, and reduce transaction costs.

Working with IMR Limited, the Treasury implemented Hyland’s OnBase platform to automate its key workflows. OnBase Workflow made 99% of transactions fully electronic, enabled direct deposit/debit issuance (under 1% paper), delivered ROI in under eight hours for the SSP process, and avoided about $8 million per quarter—roughly $30 million annually—while dramatically speeding payment posting during peak demand.
