Virginia Department of Motor Vehicles (DMV) needed a more efficient way to manage large volumes of customer documents while reducing shipping costs and manual indexing work. Working with Hyland, the agency set out to deploy OnBase across nearly 2,000 users in a phased rollout, starting with centralizing scanning and document access for title applications, driver’s license applications, and other records.

Hyland implemented OnBase with tools like Application Enabler, Workflow, barcode recognition, COLD/ERM, and Disconnected Scanning to automate indexing, support secure document transfer, and reduce paper handling. The result was a scheduled Phase 1 go-live in fewer than 140 days and expected savings of $500,000 in shipping costs alone, with the final phase projected to virtually eliminate document shipping.
