Massachusetts Housing Finance Agency (MassHousing) is a self-supporting public authority that has financed affordable housing since 1970, providing billions in loans for rental and homeownership programs and administering HUD contracts like Section 8. Confronted with massive paper-driven loan processes, specialized documentation requirements, a distributed workforce, and strict compliance and auditing needs, MassHousing needed secure, auditable, and easily accessible document management to meet HUD’s performance-based standards.
MassHousing implemented Hyland’s OnBase enterprise information platform, scanning documents centrally, integrating with systems like Kofax, Fiserv API and Outlook, and automating workflows, retention and reporting. The solution gave organization-wide access and auditability, reduced manual tracking and storage costs, sped HUD review and audit cycles from weeks to days, and increased productivity so MassHousing can deliver more services with existing resources.
