A Huawei Case Study
National Development and Reform Commission (NDRC) needed to modernize its tax information network to support 27 tax categories across national, provincial, municipal, and county levels. Its existing WAN suffered from insufficient bandwidth, limited coverage, and weak system management and reliability, making it hard to separate services and share information with other government departments. Huawei was selected to help address these issues with a new IP/MPLS-based network architecture.
Huawei implemented a hierarchical data and transmission network using NE80E core routers, NE40E-X3 routers, and NE20 routers to integrate old and new networks across 14 municipal bureaus and 89 county and branch bureaus. The solution increased provincial-municipal links to two 34 Mbit/s circuits and municipal-county links to two 4 Mbit/s circuits, enabling load balancing, backup connectivity, better QoS, and easier expansion. As a result, NDRC improved network reliability, information security, interdepartmental data sharing, and the overall performance of its taxation management system.
