A Huawei Case Study
Laotian Government partnered with Huawei to address the challenges of building safer, more efficient cities with very limited ICT infrastructure. As Laos urbanized, officials needed unified government hotlines, stronger public security, better traffic management, and improved disaster response, but lacked experience with complex system planning, stable networks, and skilled personnel. Huawei supported the initiative with Safe City solutions including IP Contact Centers (IPCC), Emergency Command Centers (ECC), an enterprise eLTE broadband trunking system, and an Intelligent Video Surveillance (IVS) system.
Huawei delivered end-to-end planning, integration, implementation, training, and LTE network optimization to help the Laotian Government deploy the program efficiently and reliably. The project accelerated deployment by 15% to 20%, reduced the number of sites and overall investment costs, and improved O&M capabilities through training. Results included real-time road and traffic monitoring, more accurate incident reporting with rates rising from 30% to 85%, faster police response, and more integrated command across police, fire, transportation, and healthcare services.
