Safe City Improves Traffic, Cuts Crime

Dushanbe, Tajikistan, faced severe traffic congestion and rising crime in a crowded city with limited police resources, outdated communications infrastructure, and a tight five-month implementation deadline. Huawei was brought in to help build a Safe City management system, along with advanced communications and IT infrastructure, including traffic control, HD video surveillance, and command, control, and communication (C³) systems.

Huawei planned, designed, integrated, and validated the solution across multiple vendors, while also training more than 50 specialists and providing maintenance support during deployment. The project improved traffic flow and urban safety, cut delivery time by 20%, reduced initial investment by up to 30%, and lowered daily traffic violations from 1,000–2,000 to about 100 within six months, while also strengthening citywide surveillance and GIS-based urban management.
