The Kenyan government worked with Huawei to improve public safety and emergency communications across Nairobi and surrounding suburbs. It faced outdated analog trunking systems, voice-only emergency communications, and fragmented police agencies that made coordination, information sharing, and rapid response difficult.

Huawei, together with Safaricom, deployed an eLTE emergency communications and Safe City solution featuring visual dispatching, HD video upload, vehicle-mounted trunking terminals, GIS, and video distribution. The phased, interoperable system improved command and collaboration, and according to a 2015 Kenyan police annual report, crime in the coverage area fell by 46% compared with the previous year.
