Beijing municipal government worked with Huawei to modernize its aging government service systems. The city faced information silos across agencies, low resource utilization, weak cross-agency collaboration, inconsistent security protection, and high O&M costs, making it difficult for citizens to complete approvals efficiently. Huawei Cloud technologies were used to support a new cloud-based service center.

Huawei implemented a distributed cloud data center and unified data sharing, administrative approval, and collaborative office systems using IaaS, PaaS, and SaaS capabilities. The solution improved IT resource usage from 16% to 55%, raised O&M efficiency by 70%, and delivered 99.9999% data reliability. It also enabled 740 approval services from 44 agencies in a single window and cut investment project approval processes from 80 to 50, reducing average approval time from 300 to 109 workdays.
