Case Study: Texas State Utility Providers achieve accurate, time-saving Tier II chemical reporting with HSI's SDS Management Software

Preview of the Texas State Utility Providers Case Study

Why Two of the Southwest’s Largest Utilities Rely on HSI for Chemical Management and Compliance

Texas State Utility Providers — two utilities formed after a buyout that continue to operate independently — faced complex Texas Tier II chemical reporting obligations under EPCRA, the Texas Community Right-to-Know Act, and OSHA HazCom. One company managed a large chemical footprint while the other maintained roughly 2,000 facilities; both needed to reduce the time, cost, and error risk of manual reporting. They partnered with HSI to address these challenges using HSI’s SDS Management Software and automated chemical inventory management tools.

HSI digitized and centralized chemical data, integrated SDS libraries, identified Tier II-reportable substances, converted quantities, flagged missing SDS elements, and exported ready-to-submit reports into Texas Tier II Submits and facility PDFs. HSI’s solution delivered measurable improvements in accuracy and significant time savings: the utility with the larger chemical inventory could submit accurate reports across a wide range of products, and the multi-site utility could provide complete, location-specific inventories across approximately 2,000 facilities, streamlining electronic submission and reducing reporting errors.
