Canadian City, a municipality outside of Toronto with over 21,000 employees, faced challenges with its outdated PeopleSoft system which lacked the functionality needed for core HR, payroll, and talent management. The decentralized city government also struggled with manual, paper-based processes and limited data access. To modernize its HR systems, the city engaged vendor HRchitect to develop an HCM technology strategy and build a data-driven business case for approval by city leadership.

HRchitect implemented a two-phase project, beginning with a discovery and strategy development phase to define future needs and present strategic options. In the second phase, they built a comprehensive business case using detailed cost analysis and their Business Case Builder tool. The results projected a greater than 60% reduction in time spent on HR processes, significantly reduced operational risk, and provided a clear roadmap for implementation.
