GSA needed to consolidate FDA operations at the new Federal Research Center at White Oak while meeting strict federal energy and sustainability mandates, avoiding delays from traditional funding, and reducing lifecycle costs. To address the dynamic mix of ESPC projects and new construction, GSA engaged Honeywell to deliver energy infrastructure master planning, a combined heating-and-power central utilities plant, a microgrid and campus-wide operations and maintenance.

Honeywell designed, built and now operates the central plant (dual‑fuel reciprocating engine, multiple gas turbines, PV, extensive chillers and boilers), implemented demand‑response and critical‑load redundancy, and provided a 20‑year performance contract. The Honeywell solution lowered first and recurring costs, improved energy efficiency and security, guaranteed investment recovery, and is expected to save about 640,000 MBtu annually (current) plus 275,000 MBtu (in construction) and avoid roughly 50,000 and 22,000 metric tons CO2e respectively.
