Township of Toms River - Customer Case Study

The Township of Toms River, a New Jersey municipality of about 100,000 with heavy seasonal increases in water-related callouts, was relying solely on unreliable radio-based paging that often failed indoors or out of range and could not keep pace with 250–300 daily callouts. To modernize dispatch and reach responders on cell phones and smartphones, the Township selected HipLink Software’s notification solution (deployed alongside a new Spillman Technologies CAD).

HipLink Software implemented its HipLink notification software to send real-time SMS and voice pages, group recipients by zone/incident, and push full incident details to responders’ phones. The combined solution preserved radio paging while reducing radio traffic and call-backs, improved response times (volunteers received texts and arrived when radio pages failed), aided coordinated emergency planning (e.g., Hurricane Irene), and is being expanded to two-way SMS for enhanced field communication.
