Tooele County, Utah, faced rapidly growing emergency-response demands—its small dispatch team had to reach more than 400 first responders across 40+ agencies as population and incidents increased. To replace slow, manual text dispatching and overcome failures with their prior solution (which could delay texts up to 10 minutes), Tooele County implemented HipLink Software’s HipLink for Spillman Interface (HipLink messaging software).

HipLink Software integrated with the county’s Spillman CAD to automate group-based and two-way text alerts from any internet-connected device, with nearly two dozen authorized senders and preconfigured group/response options. The deployment delivered much faster, more reliable message delivery (eliminating prior 10‑minute delays), restored reach to responders without pagers or with malfunctioning radios, and significantly reduced dispatcher callbacks and follow-up communications.
