Summit County Sheriff’s Office - Customer Case Study

Summit County Sheriff’s Office, which coordinates search-and-rescue and public safety across a large, mountainous, tourism-heavy area, faced slow, error-prone dispatching from legacy two-tone paging and Motorola console workflows. Dispatchers had to manually toggle tone groups, repeat critical details, and juggle multiple radio, phone and paging systems while callers waited; unreliable cellular coverage in remote areas made timely, coordinated alerts even more difficult. To address this, Summit County selected HipLink Software and its HipLink Paging Software (integrated with Spillman CAD) to modernize notification.

HipLink Software implemented a HipLink Server and RF Module with a Warning Systems, Inc. RF interface and Spillman CAD integration so a single CAD command automates simultaneous text, RF and 800 MHz voice alerts, on-duty/escalation routing, and queuing of radio tones. The change consolidated multiple paging consoles into one workflow, cut radio traffic and address verification, and reduced dispatch-to-notify time by about 15% (consolidating 6–7 page-outs into one command), allowing dispatchers to focus on caller care while notifying 120+ devices reliably.
