Kootenai County Sheriff’s Office - Customer Case Study

The Kootenai County Sheriff’s Office, which manages 911 dispatch for multiple agencies in Coeur d’Alene, Idaho, faced a critical paging challenge after their Emergin paging vendor was discontinued. They needed a reliable, CAD-integrated paging solution that would extend reach to smartphones and pagers, improve message accuracy, and support a small dispatch staff working high seasonal call volumes. HipLink Software was selected to replace Emergin with its HipLink Application Paging/Automatic Paging solution.

HipLink Software implemented a Spillman CAD interface, Department Module and Group-based paging so call data and notes automatically flow to the right responders and devices. The system proved highly stable (no HipLink-related downtime) and dramatically increased messaging—from roughly 20 pages per month under the old system to about 400–1,000 pages per day—about a 100× increase in timely notifications. The solution reduced radio airtime, allowed responders to handle 6–7 incidents concurrently, cut dispatcher workload through automation, and delivered more accurate, actionable information to the right personnel.
