The Angolan Government faced the significant challenge of replacing its outdated, insecure paper IDs with a modern system. Following a civil war, they needed to account for their large, geographically dispersed population and combat rising ID theft and fraud, all while lacking a country-wide IT infrastructure. They partnered with HID Global to implement a secure national ID card program using LaserCard® optical security media technology.

HID Global's solution involved deploying over 243 fixed and mobile issuance centers to enroll citizens and personalize the highly secure, durable cards. The cards store extensive biometric and personal data, enabling quick authentication even in remote areas without network access. As a result, HID Global helped issue over 6.5 million IDs, providing citizens with a trusted credential for banking, employment, and travel, while building a central database to support the nation's civil services.
