Case Study: Singapore Traffic Police achieves faster, fraud-resistant driving license enrollment with HID Global biometrics

Biometrics brings convenience, efficiency and fraud protection to Singapore’s driving license program

The Singapore Police Force (Traffic Police) faced a manpower-intensive and time-consuming process for issuing driving licenses, requiring applicants to submit hardcopy forms and photos at driving school counters. To improve security and efficiency as part of a digitalization effort, they partnered with vendor HID Global and their integration partner, Secur Solutions Group (SSG). The challenge was to create a secure electronic enrollment system that would reduce fraud risk and application processing times.

The solution implemented by SSG incorporated HID Global's Lumidigm V-series Fingerprint Sensors to create an eKYC identity verification system. This provided fast, accurate biometric matching of thumbprints against identity documents, ensuring liveness detection and consistent performance across diverse users. The results for the Traffic Police were significant: they now validate up to 700 individuals per day with no reported failures, cut approximately 1,440 manhours per month, and drastically reduced the risk of identity fraud, all while completing the system roll-out in under four months.
