Uttar Pradesh Police, India’s largest police force serving more than 220 million people across 243,000 km², faced fragmented, district-level emergency response with separate PSAPs, limited CAD coverage (only four cities), and inconsistent service standards. To build a statewide, citizen-centric UP 100 response system, Uttar Pradesh Police selected Mahindra Defence Systems Limited featuring Hexagon's Safety, Infrastructure & Geospatial Division and its industry-leading computer-aided dispatch (CAD) solution, mobile dispatch apps, patrol management and citizen-facing applications.
Hexagon's Safety, Infrastructure & Geospatial Division implemented a centralized communications center with disaster recovery and mirrored operations, a bilingual CAD, mobile dispatch for supervisors and officers, and a massive digital mapping effort (over 3 million points). The UP 100 system now supports 250 call-takers and 150 dispatchers, increased calls handled from about 3,500 to roughly 100,000 per day (with peaks of 25,000 incidents in one day), cut rural response times by half and achieved 3–5 minute urban responses in many cases, while enabling standardized SOP-driven operations and expanded fleet management.
