Managing River Flood Risks in Romania and Bulgaria

Calarasi County Council faced chronic, costly flood risk along the Danube and had no integrated forecasting or early‑warning system to protect citizens and infrastructure. To address this, the council worked with Hexagon's Safety, Infrastructure & Geospatial Division (via Hexagon partner Intergraph Computer Services) to deploy a Risk Management IT System built on Hexagon geospatial technologies such as GeoMedia, ERDAS IMAGINE, ERDAS APOLLO, LuciadFusion and M.App Enterprise.

Hexagon's Safety, Infrastructure & Geospatial Division delivered a 3D flood‑forecasting and early‑warning platform that ingests live sensor data and historic records, runs multi‑scenario simulations, and provides interoperable dashboards and alerting for multi‑agency response. The solution improved situational awareness and reaction times, increased inter‑institutional cooperation, and benefited roughly 300,000 people through coordinated risk management (with about 150,000 seeing reduced emergency reaction times), while delivering time, resource and cost savings.
