Lesotho’s Ministry of Social Development and UNICEF partner with GeoSpace International to identify households in need

GeoSpace International was appointed to help Lesotho’s Ministry of Social Development expand the National Information System for Social Assistance (NISSA) into urban councils and to manage large-scale household data collection under COVID-19 constraints. The challenge was to identify potential dwellings, coordinate and remotely monitor field teams across 12 councils, and integrate survey data into the SQL-based NISSA system while dealing with movement restrictions and remote training needs.

To meet this, Hexagon's Safety, Infrastructure & Geospatial Division provided GeoMedia Professional, M.App Enterprise and HxGN Smart Census to create and manage spatial points, allocate and track fieldworkers, and enforce data-quality rules (e.g., 30 m proximity for uploads). Using Hexagon’s tools, GeoSpace created 307,000 spatial points, trained ~200 fieldworkers and—despite pandemic interruptions—enumerated 157,309 households and 547,423 individuals, enabling the MoSD to substantially expand NISSA and improve delivery of social assistance.
