How Statistics Botswana is Making the Leap from Paper to Digital

Statistics Botswana, the government parastatal responsible for national statistics in Botswana, faced a labor‑intensive, paper‑based Population and Housing Census process that was error‑prone and required highly skilled map interpretation. To modernize its 2021 PHC and create a scalable digital workflow, Statistics Botswana partnered with Hexagon's Safety, Infrastructure & Geospatial Division and adopted the HxGN Smart Census platform.

Hexagon's Safety, Infrastructure & Geospatial Division implemented HxGN Smart Census — a client‑server GIS and workflow solution with imagery basemaps, a mobile app with intelligent caching for offline field capture, and web‑based smart GIS for office mapping. The solution delivered an up‑to‑date geographic frame, Enumeration Area and supervisor maps, and a detailed Dwelling Unit Frame, cutting licensing and training burdens, improving data quality and consistency, and ensuring total coverage that eliminates previous coverage errors while making the census process more scalable and field‑ready.
